Scott J. Bloch, President George W. Bush's appointment as special counsel for the U.S. Office of Special Counsel, claims in DC Federal Court that the Office of Personnel Management leaked private information about him, which led to The Wall Street Journal headline, "Head of Rove Inquiry in Hot Seat Himself."
