With federal approval, the Pennsylvania Department of Public Welfare illegally terminated medical assistance to dozens of mentally retarded people who live in personal care homes, without notifying them, a class-action ADA complaint claims in Scranton Federal Court. See complaint.

The Public Administrator of Kings County (Brooklyn) claims The City of New York and the Commissioner of the Administration for Children's Services took a young boy, the late Dahquay Gillians, from a safe foster home and reunited him with his mother. Gillians then drowned in a bathtub "occupied by his mother" and the defendants doctored records to cover up their "improper and negligent actions and inaction," according to the complaint in Kings County Court.
