The State of Hawaii unconstitutionally discriminates against people who are not ethnic Hawaiians, in lands, funding, rights and privileges, six non-ethnic Hawaiians claim in Honolulu Federal Court.

U.S. Department of Health and Human Services Secretary Mike Leavitt violated the Federal Advisory Committee Act by refusing to charter an advisory committee to seek input on revisions to Head Start performance standards, or to make public committee meetings or minutes, Citizens for Responsibility and Ethics in Washington claims in DC Federal Court.
