The U.S. Secretary of Transportation demands in Los Angeles Federal Court that the City of Santa Monica be restrained from enforcing a new ordinance that will prohibit Category C and D aircraft from using Santa Monica Airport except in emergencies. (Category C and D aircraft approach for landings at 120 to 166 knots.)
