AUSTIN (CN) - The Texas State Board of Examiners of Marriage and Family Therapists illegally authorized marriage and family therapists to practice medicine, the Texas Medical Association claims in Travis County Court.
The TMA challenges changes to the Texas Administrative Code that took effect on May 18. The changes authorize marriage and family therapists to do a "diagnostic assessment which utilized the knowledge organized in the Diagnostic and Statistical manual of Mental Disorders (DSM) as well as the International Classification of Diseases (ICD) as part of their therapeutic role," and state that "A licensee shall base all services on an assessment, evaluation or diagnosis of the client."
That's authorizing the practice of medicine without a license, the TMA says. "Under Texas law, only physicians can diagnose medical conditions." The TMA seeks declaratory judgment and an injunction. It is represented by David Bragg.
