SAN FRANCISCO - The 9th Circuit on Monday withdrew and replaced a September 2012 opinion about the corporate limits Glendale, Ariz., has over a plot of trust land fully surrounded by city land.
The Tohono O'odham Nation seeks to build a casino on the land. On remand, the Secretary of the Interior must reconsider the ambiguous term "within the corporate limits."
