PHOENIX – A transgender University of Arizona professor may pursue his claims against the university relating to the exclusion of gender-reassignment surgery under its health insurance plan, a federal court in the state ruled . The professor provided evidence that the exclusion is “not rationally related to a legitimate government interest.”
