Gas market manipulation

NEW ORLEANS — The Fifth Circuit ruled the Federal Energy Regulatory Commission improperly fined BP $20 million for manipulating the natural gas market after Hurricane Ike in 2008 because the agency does not have jurisdiction over intrastate gas transactions.
