The Ninth Circuit dismissed an appeal Tuesday finding it lacks jurisdiction to consider the case of hundreds of U.S. sailors who were exposed to radiation while on a humanitarian mission following the earthquake, tsunami and nuclear meltdown in Fukushima, Japan, in 2011.
