SAN FRANCISCO — The Ninth Circuit vacated approval of a fuelbreak project in the Los Padres National Forest, finding the U.S. Forest Service’s determination that the project complies with the Roadless Area Conservation Rule was “arbitrary and capricious.” The project is aimed at addressing the risk of wildfire-related destruction in both the forest and nearby communities.
