SAN FRANCISCO – A Ninth Circuit panel ruled Thursday a federal judge should have granted qualified immunity to Fresno Police officers who shot and killed a mentally ill man because they faced what they believed was a credible threat from him. The panel declined, however, to decide wrongful-death claims.
