Free exercise in prison

MANHATTAN — The Second Circuit reversed a Connecticut court’s decision to grant total immunity to prison officials sued by inmates over their confinement to special housing units. Though the majority of their constitutional violation claims are defeated by immunity, two Native American inmates claimed they were barred from participating in sweat lodge and smudging religious services. Prison officials cited no “penological justification” for the bar, so this amounts to a free exercise of religion violation.
