MANHATTAN - SABA (the Saudi Arabia Business Association) and its vice president Hasan Besneli fraudulently obtained $28.8 million in loans from Deutsche Bank and the Export-Import Bank of the United States, and skimmed at least $13 million, the United States claims in Federal Court.
