LUXEMBOURG – The EU high court ruled Wednesday that the European Commission improperly based its assessment of France’s proposed $9 billion loan to France Telecom during the company’s financial difficulties in the early 2000s on statements made by the French economic minister months before the proposal, rather than on the loan itself.
