Fourth Circuit dismisses negligence claims brought by gangster’s brother

RICHMOND, Va. — The Fourth Circuit upheld the dismissal of a lawsuit brought by the brother of famous gangster Whitey Bulger, who died in prison after he was allegedly beat to death by inmates. The prison officials accused of negligence enjoy immunity under the discretionary function exception to the Federal Tort Claims Act.
