Fourth Circuit

IMMIGRATION, EVIDENCE -In the 4th Circuit, J. Motz finds that while the lower court found that the identity of a defendant is never suppressible, immigration agents testified that they arrested defendant simply to deport him, and that a criminal prosecution was only later contemplated.
