In a decade-long class action suit over the deficiencies in the Texas foster care system, a federal court in the state found Governor Greg Abbott and other state officials in contempt of 13 remedial orders intended to ensure the safety of children in the permanent managing conservatorship of the Texas Department of Family and Protective Services.
