Former Fisheries Officer Loses Bid for Asylum

BOSTON (CN) - The 1st Circuit denied asylum to a former wildlife fisheries officer who claimed Cambodian soldiers and police threatened him for refusing to let them fish with grenades and electric shock.

Judge Dyk said the alleged persecution stemmed from Sovann Nou's refusal to bend the fishing laws for members of the ruling Cambodian People's Party, not by his active membership in the opposition Sam Rainsey Party.

Because the threats were not politically motivated, the appeals court upheld the Board of Immigration's decision to deny Nou's application for asylum.
