SAN FRANCISCO — The Ninth Circuit reversed a New Mexico federal judge’s judgment in favor of the Department of Homeland Security in the Transgender Law Center’s Freedom of Information Act lawsuit against it, finding that the federal agency did not adequately comply with the information requests, which relate to the death of an HIV-positive trans asylum-seeker in federal custody.
