The Brennan Center for Justice at New York University School of Law claims that for 4 years these agencies have stonewalled its demands for information on "the Bush administration's changing views on the constitutionality of congressional and executive policies," particularly about "people at risk of HIV/AIDS and the organizations serving them: the U.S. Departments of Justice, of Health and Human Services, and the U.S. Agency for International Development, in Manhattan Federal Court.
