CONSTITUTION, ATTORNEYS - The Florida Legislature passed a law creating five Offices of Criminal Conflict and Civil Regional Counsel to handle criminal cases where a public defender has a conflict. The Florida Supreme Court ruled that this law does not violate the state constitution's requirement that the public defender in each circuit be elected, because courts continue to rely on elected public defenders for indigent defendants.
