PHILADELPHIA — The family of three Philadelphia residents who perished in a fire after firefighters extinguished the blaze at their home but left them inside to die of smoke inhalation cannot seek damages from the city, the Third Circuit ruled . There is no evidence the 911 operator intentionally neglected to inform the firefighters that residents remained in the burning building.
