PORTLAND, Ore. — A federal court in Oregon declined to issue summary judgment for either a guns rights group or the government in a constitutional challenge to Oregon Ballot Measure 114, which restricted large-capacity magazines. The fact issues regarding the history of such weapons’ use and regulation, as well as “unsettled questions of law,” necessitate trial.
