The Second Circuit ruled the New York State Department of Financial Services lacked standing to pursue its claims against the Office of the Comptroller of the Currency arising from its decision to accept applications for special purpose national bank charters from “fintechs” that are engaged in banking but don’t accept deposits.

MANHATTAN — The Second Circuit ruled the New York State Department of Financial Services lacked standing to pursue its claims against the Office of the Comptroller of the Currency arising from its decision to accept applications for special purpose national bank charters from “fintechs” that are engaged in banking but don’t accept deposits.
