SIOUX FALLS, S.D. — Former fugitive Damon Vincent Jobin, 34, of Huntington Beach, Calif., was arraigned Wednesday in South Dakota, on federal charges of conspiring to ship 100,000 synthetic analogue fentanyl pills to South Dakota, and as many as 2.6 million fentanyl pills nationwide.
