CHICAGO — A federal court in Illinois blocked FEMA and the Department of Homeland Security from freezing or eliminating funding programs for migrant sheltering after Chicago, Denver and Pima County, Arizona, sued the department for halting the reimbursements. The administration’s actions were “arbitrary and capricious” and likely violated the Constitution’s separation of powers by refusing to spend money Congress had already appropriated.
