Feds Say Madam Gave Discount Coupons

(CN) - A Wichita business was a front for a prostitution service that, among other things, offered coupons to loyal customers, federal prosecutors say in an indictment.

Saundra J. Lacy, 60, Wichita, was charged Thursday with 27 counts of racketeering in promotion of prostitution.

Lacy operated an escort service called Jessie's Primetime Entertainment that employed as many as 20 escorts, the indictment states.

"Lacy, whose business was licensed by the City of Wichita as an escort service, required escorts to carry condoms and to engage in sexual acts if a customer requested," prosecutors said in a statement Thursday.

"She typically charged customers $160 for half an hour with an escort and $185 for an hour. She typically paid an escort $75 to $85 for a half hour date and $90 to $100 for an hour."

Women who were licensed as escorts by the city were paid more, the indictment states. Lacy allegedly gave her escorts discount coupons to give to customers.

"Each coupon contained a serial number that would be recorded in a coupon book maintained at the business location," the indictment states. "The discount coupon typically entitled the customer to a $10 discount on his next 'date.'"

Twenty-seven transactions ranging from $150 to $370 are alleged to have taken place between August 2011 and August 2012, according to the indictment.

If convicted, Lacy faces up to 5 years in federal prison and a $250,000 fine on each count.
