Federal Projects May Limit Competition to Vets

WASHINGTON (CN) - Veterans Affairs contracting officers may restrict competition for contracts to small businesses owned by veterans, or by service-disabled veterans only, under certain conditions.

Sole source contracts also are permissible under certain conditions.

Contracting officers may use past performance in meeting subcontracting goals as a non-price evaluation factor in selecting offers for award. They also may just use veteran status as an evaluation factor. If a veteran wins an award using these rules, the contracting officer is to ensure that the proposed subcontractor or another veteran-owned subcontractor is used for that work or for work of similar value.
