COMMUNICATIONS - The Federal Circuit remanded a challenge to an FCC order that two types of phone cards - using Internet protocol technology and menu-driven interfaces - are subject to access charges. The circuit held that the order should retroactively apply to IP-transport cards, but saw no reason why the FCC chose not to retroactively apply the order to menu-driven cards. See ruling.
