TRADE - The Federal Circuit reversed dismissal of a shrimp trade committee's challenge of a Department of Commerce decision excluding "dusted shrimp" from the scope of its antidumping investigation of frozen and canned shrimp products. The lower court did not lack the power to review the agency's final scope determination.
