SAN FRANCISCO — A Ninth Circuit panel denied a judge’s request for rehearing en banc of a ruling that denied three California district attorneys’ request to intervene in a suit brought by death row inmates seeking stays of executions. The majority of the panel agreed that the attorneys hadn’t shown a “significant protectable interest in the litigation.”
