Four San Antonio police officers are not entitled to qualified immunity on excessive force claims brought by the family of Jesse Aguirre, who claims the officers caused his death by holding him in a “hog-tie-like” restraint position during his arrest, leading to his death from asphyxiation, the Fifth Circuit ruled.
