A University of Colorado student sued Weld County, Colo. in federal court, claiming that after arresting him on suspicion of being drunk, jail deputies took him to a cell with no surveillance camera and injured him with “concussion explosions” from shotguns, causing an eye to hemorrhage and necessitating 11 stitches.
