WASHINGTON — Everglades Harvesting and Hauling brought a federal complaint against Labor Secretary Eugene Scalia, claiming he illegally reversed a policy on whether transportation of agricultural products to storage or processing constitutes agricultural labor for eligibility for the H-2A nonimmigrant visa program.
