WASHINGTON (CN) - The EPA proposes to require all contractors removing lead based paint from structures built before 1978 to provide certification that their employees have the proper accreditation, training, certification, and knowledge of recordkeeping requirements.
Under current rules, contractors can opt out of the certification requirements if the owner of the structures certifies that no pregnant women or children under six reside in the structure and that it is not used as a child care facility.
The agency's action is part of an agreement with environmental and children's health advocacy groups who had filed petitions in the Circuit Court of Appeals for the District of Columbia opposing the "opt-out" provision. The agency also agreed to stricter recordkeeping requirements, which include requiring contractors to provide certification of proper training to the owner, and any occupants, of the structure being renovated.
