EPA Is Functionally Dead, Sierra Club Says

SAN FRANCISCO (CN) - The U.S. Environmental Protection Agency is 25 years late on publishing "financial assurance" regulations to reduce the risk of improperly disposed of hazardous substances, the Sierra Club claims in Federal Court.

It claims the EPA and the U.S. Department of Transportation missed their deadlines set by CERCLA in 1983, 1985 and 1989, and still haven't done it.
