WASHINGTON — The D.C. Circuit granted San Francisco’s petition for review of the Federal Energy Regulatory Commission’s decision upholding PG&E’s refusal to offer secondary-voltage service because the commission didn’t address required criteria or explain why it deviated from its own precedent.
