Encouraging immigration

SAN FRANCISCO — The Ninth Circuit vacated Helaman Hansen’s convictions of “encouraging an alien” to reside in the U.S. for financial gain, finding that a federal law that prohibits someone from influencing undocumented immigrants to reside in the U.S. is “overbroad and unconstitutional.”
