Emissions Scandal

The Clean Air Act does not prevent two counties from enforcing regulations against Volkswagen for tampering with post-sale vehicles by updating the software in cars to better avoid and prevent compliance with federally mandated emission standards, the Ninth Circuit ruled. The court notes its ruling may “result in staggering liability for Volkswagen.”
