Emergency Declaration

The Pennsylvania General Assembly’s resolution attempting to end the governor’s declaration of a state of emergency, which was issued in response to the Covid-19 pandemic, is a legal nullity, the state’s Supreme Court ruled. The governor did not have an opportunity to approve or veto the resolution.
