Electric bill surcharge

SAN FRANCISCO — The Ninth Circuit denied a petition for rehearing en banc of a suit brought by two PG&E customers who claimed the California Public Utilities Commission improperly approved a monthly surcharge on electric bills to help compensate future victims of wildfires caused by equipment owned by utilities.
