A federal judge enjoined the Arkansas secretary of state from failing to recognize the Libertarian Party of Arkansas and restricting its access to the ballot, so long as it collects signatures of 10,000 registered Arkansas voters — not 3% of the total votes cast in the previous gubernatorial election (26,726).
