Dysfunctional California

The California Department of Personnel Administration asked Sacramento Superior Court to enjoin the State Controller's Office from paying state employees more than the federal minimum wage until the Legislature writes a budget. In a sign of the state's continuing dysfunction, the plaintiff claims the Controller plans to pay full salaries even though there's no money appropriated for it.
