Due process for double-time prisoner

SAN FRANCISCO — A federal judge in California denied judgment to a man who sued Alameda County officials for holding him in civil confinement for 14 years after he served his 13-year sentence for rape convictions. His due process claims are well taken but fact issues remain to determine who is at fault for judicial negligence in his long-delayed trial.
