WARREN, Ohio — Horse-drawn buggies count as “vehicles” under Ohio’s laws against operating a vehicle impaired, ruled an appeals court in the Buckeye State. Thus, the Amish operator of a horse-and-buggy that was swerving between lanes — and who had fallen asleep in the buggy after drinking four Twisted Teas — was properly cited and convicted after pleading no contest to the charge.
