WASHINGTON (CN) - Because hurricanes, floods and other disasters threaten lives, property and the environment, the Department of Defense plans to establish a structure by which civil authorities may request help from the military without prior approval from the department.
Under the department's proposed Defense Support of Civil Authorities policy, certain military forces, including the Army Corps of Engineers, may be deployed for emergencies and other events that may require security or logistical assistance. Military forces still may not be able to perform civil policing activities such as search, seizure, arrest, and surveillance without specific permission.
