The Fourth Circuit reversed a grant of immunity to police officers who put a man in a drunk tank overnight, where he died. The man was unable to hold himself up and could barely speak when he was found with a bag of prescription pills, which should have led a reasonable officer to suspect an overdose and call for medical attention.
