LITTLE ROCK, Ark. — A federal judge in Arkansas ruled against the mother of Rayshawn Warren, a 29-year-old mentally ill man who died after being arrested. Defendants, the city of Blytheville, the city’s chief of police and a police officer, claim Warren died from a cardiac arrest, while Warren’s mother says law the conduct of law enforcement officers caused her son to suffer an ultimately deadly crushed trachea.
The judge, who said the case was one that tries a judge’s soul, wrote that the case warrants a “hard second look” from an appeals court to ensure that his decision “represents an accurate understanding and application of governing precedent.”
