WASHINGTON (CN) - District of Columbia police Officer Michael Handy shot to death a peaceful, well-behaved boxer named Scooby as the dog played in a public park, Scooby's owners say. Michel and Tess Morauw say DC Metropolitan Police Department officers have an abusive pattern and practice of shooting to death peaceful dogs.
The Morauws say 2-year-old Scooby was happily playing and threatening no one when Handy shot it to death.
The Morauws demand punitive damages. They are represented in Federal Court by Benjamin Chew with Patton Boggs.
