DC Challenges FEMA Estimate|Of Flood Chances At National Mall

WASHINGTON (CN) - The District of Columbia sued the Federal Emergency Management Agency, challenging FEMA's estimate of the chances of a "100-year flood" on the National Mall. The district claims that the dispute, involving the 17th Street levee, will raise its flood insurance rates, and that the work that FEMA demands on the levee may hurt endangered species.
